#1- That's pretty much a JG for you, although it isn't too bad. A really bad accuracy would be a five feet grouping, good grouping would be under a foot (atleast that's what I go by). It may be good to look for upgrades in the future.
#2- Some mags need more winding than others. The 416's may be different than others, but when it comes to M4 mags, you may get 10-20 rounds off until winding is needed. When it comes to low quality mags or mags that require more winding, people wind them while firing to supply themselves with more BB's quickly.
#3- Tactical gear is all up to you. If you don't wanna get any and you feel you don't need any, thats fine. But, it will definately aid in your gaming. Such as vests, for example, will provide easier convenience for things such as mags, radios, and speedloaders. I'll give you a short list of tactical gear to look into:
MOLLE Vest- Provides great custom vests to your liking. You can get good ones for around $40, and then buy any pouches that will fit a MOLLE set up that you want.
Pads- I find the need to have pads a lot, especially when I accidentaly smack my knee on a rock or hit my funny bone on a tree (lol)
Camo- Really explanatory, although I also use cargos at the moment with a m56 jacket.
Gloves- Helps take the sting off of your hands if you get hit and also helps with going through thorns, etc.
Shemaghs- Helps protect your face from BB's, keeps the sun off of your neck, keeps leaves, etc. from riding down your neck, and protects your teeth.
Helmets/Hats- Helps conseal your head, also protects the top of it, works for swatting bugs, etc.
As for boots, I just use hunting boots, I feel no need to get really specific with boots
